The Judicial Yuan has energetically push forward the electronization of justice in recent years to increase judicial transparency and strengthen people’s trust in judiciary, as well as mitigating the workload of judges and optimizing adjudication quality. Thus far the results have been achieved in improving the effectiveness of adjudication, rendering more convenient and instant information services to the public, which also improves the use of data for judicial personnel. The significant achievements are as follows:

▍1. Improving Efficiency of Adjudication

(1) Completion of the Setup of National Science and Technology Court: Use the coordination of projection-related hardware equipment and electronic case file and evidence to make the adjudication process focus more on the point, as well as being transparent and fast.

(2) Further Upgrade of Justice Information System and Litigation Management Functions: The third-generation justice information system was launched and online in 2019 after having implemented continuous improvement and development since the first-generation justice information system was enabled in 1990. It provided more convenience and efficiency for judges in litigation management, inspection of case file and judgment writing through optimization of interface and function, editor modification, integration of database and electronic case file and evidence, etc.

(3) Construction of Systems for Various New Businesses: Including the development of online adjudication motion for cases adjudicated by Justices of the Supreme Court, continued and extended detention in administrative litigation cases, inquiries about the advised division of which the disqualification is sought therefor pertaining to integrated compulsive measures in criminal and juvenile cases, control mechanism of authority limits for inquiries about previous criminal records, etc. In addition, systems such as the inquiry platform for Alternative Dispute Resolution (ADR), management of Judicial Yuan adult guardianship agreement, list of assigned interpreters, list of civil notaries, reference list of expert witnesses (organizations), list of labor incident mediation committee members are built.

(4) Strengthening Cross-Organization Information Sharing: Including courts and prosecutor’s office electronic case file and evidence exchange mechanism, court electronic case file and evidence automatic compression and Optical Character Recognition (OCR), electronic case file and evidence integration management and backup management system; electronic transmission of criminal judgments to the National Police Agency , previous criminal records exchange interface in Environmental Protection Administration being enabled, which reduce the number of round trip and time consumption of official document work.

▍2. Rendering More Convenient and Instant Information Services to the Public

(1) Promoting Electronic Litigation Services: ten types of event services have been available therefor at present including intellectual property right related cases of administrative litigation, tax administrative litigation, civil litigation, online referral of disciplinary sanction cases, discipline case, motion for civil enforcement, business cases, constitutional adjudication, motion for administrative detention incident and electronic certificate of the obligatory claim. Submission of pleadings, application for inspection of case file and evidence, document retrieval of court record, online payment, progress inquiry and receipt of real-time messages can be carried out through the Internet, which is not only quick, convenient, but also transparent, cost-saving, and environmentally friendly.

(2) Strengthening Legal Information Services: Including revision of legal information retrieval system, rendering more convenient and fast retrieval; attorney online system integration services such as motion for inspection of case file, copying electronic case file and evidence, online inspection of case file and evidence, document retrieval of electronic court record; 8 types of crimes have been provided available for measurement of penalty trend suggestion system, advised penalties based on factors of penalty measurement, which make it easier for attorneys and the public to obtain the required information.

(3) Comprehensive Revision of Judicial Yuan Website: Strengthening communication with the public and facilitating the search for data by increasing the content of audio-visual images, optimizing search function of the website, professional demassification and integration services, etc.

(4) Enhancing Written Judgment Query System: In view of commonly seen people's trouble of not understanding the content of the Judgment, the “Judgment easy-to-read assistant” function is added to the Written Judgment Query System in 2020, which immediately displays pop-up commentary text, enabling the public to easily read and understand the content of the judgment. Additionally, the “Related Statutory Interpretation” function of the Grand Court area and the “Main Issue” display function newly added in judgment category serving as a good topic of discussion for the High Court were completed in 2020.

▍3. Improving Data Use Environment for Judicial Personnel

(1) Continuously Updating Hardware Environment: In view of the old data hardware and insufficient network bandwidth, the replacement and performance improvements of personal computers, peripheral equipment, mainframes, network environment, etc. have proceeded therewith in recent years.

(2) Optimizing Administrative Management Process: Including comprehensively updating internal website, developing correspondence management system, improving the use and management efficiency; completing the upgrading of “typing with voice” system, rebuilding the debt elimination prepayment audit system, special computer warning page with reasonable timetable for implementation events of debt rehabilitation, integration of mediation events in the court and litigation schedule, as well as regular transmission of announced data about being declared requiring guardianship (assistantship) to Joint Credit Information Center and other functions to provide the personnel with better work assistance and to improve work efficiency.

With the rapid development of information, the Judicial Yuan will proceed with developing more convenient information services for the public to use to truly meet the users’ needs.
