President of the Constitutional Court of Hamburg Birgit Voßkühler Led a Delegation to Visit the Judicial Yuan

On November 4, 2025, Acting President Ming-Yan Shieh of the Judicial Yuan received a delegation led by President Birgit Voßkühler of the Constitutional Court and Higher Labour Court of Hamburg (Hamburgisches Verfassungsgericht und Landesarbeitsgericht Hamburg). The delegation consisted of ten members, including eight judges from the Hamburg Higher Regional Court and the Hamburg Regional Court, as well as two members from the German-Taiwanese Jurist Society (Deutsch-Taiwanesische Juristenvereinigung). Acting President Shieh was accompanied by Deputy Secretary-General Mei-Ying Wang, Director-General Tso-Cheng Wu of the Department of Judicial Administration, Director-General Ding-Yah Wu of the Public Information Department, Deputy Director-General Doreen Tu and Judge Siao-Fen Li of the Department of Judicial Administration, Judge Yao-Ming Kuo of the Juvenile and Family Department, Judge Kuan-Chung Chen and Judge Jung Lin of the Taipei District Court, and Assistant Professor Tung-Ying Lee of the Department of Law at National Taipei University, who served as interpreter for the keynote speech and discussion.
During the meeting, Acting President Shieh introduced the duties and functions of the Judicial Yuan, as well as the organizational structure, operations, and current status of the Constitutional Court. President Voßkühler expressed that the delegation hoped to enhance exchanges with Taiwan’s judiciary, learn more about the role of the Judicial Yuan within Taiwan’s central government and judicial system, and bring the experiences and insights gained during the visit back to Germany as references for future work.
After the visit, President Voßkühler delivered a keynote speech on “Constitutional Institutions in Germany” with special focus on the functions of the Constitutional Court of Hamburg and issues concerning constitutional complaints. A discussion session was held after the speech, moderated by Deputy Secretary-General Mei-Ying Wang. Both sides exchanged views on topics including reforms to Germany’s criminal procedure, practices concerning victim participation in criminal proceedings, electronic case files, and the application of artificial intelligence in reducing judges’ workloads.
