Policy Plans for 2027

▍Outline of Policy Plans for 2027

Approved by the Judicial Yuan at its 221th meeting on June 25, 2026

Introduction

1. Core Vision and Policy Background

Guided by the principle that the judiciary serves the people, the Judicial Yuan’s Policy Plan for the 116th Year comprehensively outlines four core areas: ‘Constitutional Litigation’, ‘Trial Administration’, ‘Judicial Administration’ and ‘General Administration’. Due to rapid changes in the social environment in recent years, a growing awareness of rights, coupled with the implementation of new laws and regulations relating to the protection of human rights, courts at all levels are facing the severe challenge of a sharp increase in both the volume and complexity of cases, and the judiciary is facing an unprecedented manpower shortage. In addition to continuing to deepen judicial reform, safeguarding human rights and ensuring judicial independence, this year’s policy plan prioritizes ‘the comprehensive allocation of judicial resources, the active introduction of technology-assisted solutions, and the deepening of measures to reduce the root causes of litigation’, aiming to effectively alleviate the judicial challenges posed by staffing shortages and excessive workloads at the grassroots level, thereby creating a sound and supportive judicial working environment.

2. Summary of Long-Term Policy Priorities in Four Key Operational Areas

(1) Constitutional Litigation: Deepening Openness and Enhancing Efficiency

  • Rolling Review of the System: Continuously reviewing the effectiveness of the Constitutional Litigation Act and related subsidiary legislation, whilst actively engaging in exchanges to align with foreign constitutional litigation systems.

  • Transparent and User-Friendly Procedures: Strengthen the openness of information in the Constitutional Court; enhance the overall quality of case handling and administrative efficiency by optimizing website search functions, document concealment, and utilizing an online filing platform.

(2) Trial Administration: Strengthening the Functions of the Various Levels of Court and Professional Adjudication

  • Upholding Rigorous trial of fact: Promote the implementation of centralized trials and strict rules of evidence in civil, criminal and administrative litigation; ensure the stable operation of the Grand Chamber system to guarantee consistency in the application of the law.

  • Improving the citizen judge system and professional courts: Continuously evaluating the effectiveness of the new citizen judge system, and enhancing the capabilities of judges handling juvenile, family, labor, commercial and tax cases, as well as mechanisms for expert participation.

(3) Judicial Administration: Enhancing Dialogue and Performance Management

  • Deepening Social Engagement: Strengthen responses to public sentiment; utilize diverse channels to enhance dialogue with society; and optimize resource sharing between courts and institutions physical visits to the public and cross-sectoral forums.

  • Strengthening Internal Self-discipline and Performance Management: Implementing performance management and evaluation mechanisms in accordance with the administrative programme; improving internal judge self-discipline and external evaluation mechanisms; and enhancing public trust in the judiciary.

  • Ensuring Court Security and Order in Courtrooms: Strengthening the professional capabilities and crisis response capacity of bailiffs; effectively implement enforcement litigation command; and ensuring order in courtrooms.

(4) General Administration: Strengthening Logistical Support and Cybersecurity

  • IT Security and Hardware Upgrades: In accordance with cybersecurity regulations, strengthen zero-trust identity verification and data leakage prevention mechanisms; steadily upgrade obsolete hardware; optimize the IT environment; and continue to promote the digital transformation of the judiciary.

  • Ethics and Accounting Support Management: Implement risk management and anti-corruption awareness campaigns; and prudently prepare and compile budget estimates and final accounts to improve the effective utilization of national resources.

3. Specific Implementation Strategies to Improve Staffing Shortages and Reduce the Burden on the Judiciary

In order to actively address the concerns of frontline staff regarding excessive workloads, this year’s plan sets out four key strategies specifically targeting ‘reducing the burden on the judiciary’ and ‘optimizing staffing levels’:

(1) Conducting a comprehensive review of staff allocation and flexibly supplementation of support staff

  • Dynamic adjustment of budgetary staffing levels: Conduct a comprehensive review of staffing allocations across all agencies, flexibly adjust budgetary staffing levels, and properly assess the actual operational needs of courts at all levels, so as to fully support judicial proceedings and auxiliary personnel.

  • Continue to implement diverse recruitment: Actively recruit outstanding lawyers, prosecutors and other legal professionals to serve as judges, thereby diversifying the source of judges and alleviating the pressure on talent recruitment caused by reliance on a single examination channel.

  • Promote judicial stress reduction and implement physical and mental wellbeing support in the judicial workplace: Comprehensively implement judicial stress reduction policies, continue to organize and promote the Employee Assistance Programs (EAP), conduct workshops on coping with work-related stress and emotional management, and implement health check-up promotion schemes, striving to build a healthy and supportive judicial workplace environment.

(2) Introduce smart technology to enhance the efficiency of judicial administration

  • Developing AI technology to reduce workload: Actively promoting and utilizing artificial intelligence (AI) technology to enhance judicial administration and provide appropriate support for trial-related matters, thereby directly reducing the workload of judicial staff at the system level.

  • Optimizing workflows and error prevention: Continuously improving the efficiency of automated processes for electronic case files and the concealment of publicly available documents, thereby reducing repetitive manual operations and the risk of errors.

  • Optimizing Systems in Response to Frontline Recommendations: Implementing system enhancements in response to suggestions from court clerks regarding the optimization of judicial administration, thereby effectively addressing the time-consuming nature of document-related tasks at the frontline.

(3) Promoting Diverse ADRs and Case Process Management to Reasonably Divert Cases at Source

  • Actively promoting mediation to reduce the volume of litigation: Expanding the scope of mediation in civil, family and criminal cases, as well as in administrative litigation. By integrating social resources and enhancing the professional skills of mediators, aim to facilitate the amicable resolution of disputes outside the court system, thereby effectively reducing the caseload of judges.

  • Establishing review tribunals to perform timely case interception: Enhance the effectiveness of case management by promoting the establishment of review tribunals. Prior to litigation cases entering oral proceedings or ordinary trial procedures, these tribunals will carry out appropriate interception and preliminary matters to expedite the proper conclusion of cases.

(4) Simplification of court documents and refinement of the policy on the publication of judgements

  • Simplification of court documents and refinement of redaction techniques for published judgements: Whilst safeguarding the right to a fair trial, we will continue to promote the simplification of court documents, review the policy on the publication of judgements, and refine concealment technology.

4. Summary

This year’s policy outline, whilst pursuing the quality of judgments and safeguarding human rights within the judicial system, has placed measures to alleviate the judicial workload at its core, such as improving the working environment, allocating reasonable staffing levels, and introducing technology to assist trials. It is hoped that through comprehensive resource integration and process reform, the challenge of insufficient judicial staffing will be gradually overcome, thereby realizing the principle of ‘justice for the people’ through more efficient judicial services and a more reasonable working environment.
