  What does it mean that the parties choose the judge to preside their case in civil proceedings by reaching a mutual agreement?  
 
    A civilian bringing a civil action is similar to a patient going to a hospital to see a doctor for diagnosis and treatment. No matter the case is pending in the first instance or the second instance of court (except for the appellate cases from the second instance which is accepted by the Supreme Court for further trial) , so long as the parties have reached an agreement, the parties are allowed to choose a particular judge to conduct the trial on their case.
